The slowest shot in a riflemen's arsenal is strafeshot2. A master riflemen without master marksmen or any SEAs (+90 speed)will shoot strafeshot2 at about once every1.5 seconds with a 7.5 speed weapon. To reach the cap with a 7.5 speed rifle on strafeshot 2, you would need to either master riflemen and pick up about +2 in speed SEAs or use a combination of speed mod powerups and SEAs. If you are not speed capped (meaning +97 speed), your damage per second will be much higher using speed powerups versus using damage powerups.
Try out the damage calculatorbelowto see what your speed and damage will be with different speed mods and damage rifles - it's a pretty cool little tool.

You can shoot all specials with a gun of speed about 9.5 or less with +97 speed. To reach +97 speed, you will need +7 in SEAs without master marksmen or +2 in SEAs with master marksmen.

Does the BH pistol line alone cap speed? Or do you need some of the special abilities boxes?
I would like to pick up some dodge skills but not willing to sacrifice speed for it.
I have counted all my speed mods from marlsman to BH Pistols 4 (including Spec. Abs.2) and come to a figure of 86, is this right or do non marksmen have a speed and accuracy modifier anyway? I only counted the ones in the boxes.

You cap in speed in the mid 90's. So you need about +10 more pistol speed if you are at 86. I dont have the link for the damage calculator but its about 94-97 that you cap. At 100 you will be able to fire anything... speed of 1 million at 1 per second. You only need to about 94 to fire most pistols and specials at the cap.

if you master pistol and are 0040 BH then you are 129 in pistol speed as a matter of fact at you are 109 with just 0004 pistol ad 0040 BH master in the pistoleer profession gives u +20

That Character builder still requires Scout to get BH. So you'll have more points to use.

Thanks for the link but that is what I used to calculate my speed, I am wondering though if there is an in=ate speed in the character before you start up the tree as by adding all up there getting to BH 4 and Spec Abs 2 only gives 86, which when you add the other12 + master doesnt come near some of the speed I hear people talking about.

It works correctly. It only takes into account the exploration 4 that you need for BH.

I just changes my whole template, and surrendered Master CH, to get some more speed on pistols.
Now I got BH x-x-2-x (EyeShot), andmy speed is +99.
I heard that if you have over +99 speed makes no change, you still just get +99...
Is that true?? 
Then I don't need to do the rest on BH pistols.
