If I want to cap dmg and SAC on a featherweight..........
then how high do the stats have to be on my Reinforced Casing?

depends on the resources available on your server I would suggest you contact a local WS and check with him.

its impossible. I used pre cu highest barrel possible with 184 max dmg casings ( highest they drop ) i hit all amazing sucesses and got damage to 966 ( capped ) but sac hit 66
i have tried like a hundred times with the best of the best things . Atm it is undoable, unless casings damage exceeds 184 in the future

I've done it,it 's all about point placement and using them all at once, however you need a amazing sucess. I don't have a screenshot ,but a few people on shadowfire own my naughty featherweights

I ended up putting together a capped dmg / sac DL44XT with 179 powercells last nite, but it's the only gun out of 5 to have 65 SAC, all others were 66/67, so it's purely a roll of the dice on capping both

Oooh oooh, I have a screenie. 
It's not impossible, just not easy. You do have to get lucky with the amazings, as InYushai said. As I recall, this was with a 184 casing, crafted as a sac/speed feed mech. I remember a system message saying I attempted to craft a max damage of 971. So there's a few points of leeway right there. And if need be, you could sacrifice speed on the mech to squeeze out a couple more points damage, although I don't think that's worth it, personally. Of course, your server may vary.
EDIT: post-cu barrel...

181 -8 works on flurry. Got one kinetic and one energy today. Put all but 4 points into one experimentation on damage and hope for an amazing, then use 1 at a time with port on the sac and hope for a few amazings or do em all at once.

Ive done it with as low as 180 perhaps a few points lower could work aswell
I do 7 point in dam first then 4 point in sac and the last point in dam.
I should just go 8 points first but I seem to be getting more amazings the other way (Im starting to get superstitous it seems
)
Oh and it cant be done without 2 amazings one in dam and one in sac

I just made a pistol with 371-966 dmg, 1.90 spd, 65 SAC..but i think i should thank new crafting buff for that.

Excuse me while I drool. Just don't speed slice it and ruin it like I see most weaponsmiths do. As somebody that likes to slice my own guns and have sliced lots of them... I like 10% critical on my guns. You can't get apowerup or foodsto do that.

what's the actual sac cap on teh featherweight? I ended up with capped damage 71 sac and 2.06 speed. also about how many points does it take to cap the damage? tryign to figure out if I have a little leeway with putting a bit extra into sac rather than damage
prolly would've had better speed and sac anyway if I had better link steel aluminum... just not quite near the cap
