Let say he's his rifle does 100 damage:
No armor: Does an extra 25% damage 100*1.25=125
Total Damage: 125 points
37% Stun Protection: Doesn't get the 25% increase. 100-(100*.37)=63
Total Damage: 63 points
So with this protection, you are in effect blocking 50.4% of the damage.
Let's say the rifle is doing over 300.
Ok lets say he hits for 400:
No armor = 500 damage
Armor = 252 damage
Still taking 1/2 damage, which is a lot better than no armor. Plus, if you could get a couple good mind hits on him he's toast.
If you hit the person while they have that Ion Rifle equiped , we do 2.5 times more damage to them.

Seriously though, peeps are messed up in this game, they have no clue and bitch about stuff which they have no clue about......kinda like politics.
There is a fix for this post. I ama TK / Rifleman. BAAAM!!
Fight fire with fire.
Hmm. I am a master tka, master brawler and master rifleman, so here is the deal.
A jawa ion rifle is useful against someone wearing composite armor because that armor has a vulnerability to stun damage.
The ion rifle is mostly a piece of crap, but if you damage slice it, damage power it up, and put it in the hands of a master rifleman with strafe shot2, it can do good damage against an adversary without doctor buffs.
Now if the adversary has armor and doctor buffs, and assuming they are halfway decent at fighting, the ion rifle does not pump out damage high enough fast enough to be all that great. I dueled a fellow master TKA wearing good composite and with doctor buffs and the ion rifle was not getting the job done.
So, once again, it's really a matter of preparation and tactics, not an imbalance.
