No it's pretty much with any mob.
I am just a TK master (the other prof being CH) so Armor Break should not be as effective for me I guess... but I'm not clear on why I should be whiffing 75+% of the time.

A KD first will lower overall defense, and allow the dizzy to stick more often. Once the dizzy sticks, it lowers defensive values, which in turn in my experienceallows a greater chance of landing an armor break. I cannot speak to PVP, only to repeated success getting both states landed on level 80- 85 MOBs. I keep a close eye on the combat spam before even considering armor break. The lowered defensive value brought on by a dizzy state can be good enough to increase damage, so unless the target is stopping a large portion of damage with armor, I generally will not riska potentially wasted attack on a state thatlasts so little time.Smuggler's overwhelming shot doesn't seem to decrease state defense very much, but it is enough that a KD was no longer neccesary to stick dizzy on a fairly reliable basis while group hunting. Dizzy definately lowers defenses though. My damage increased noticably while the state was in effect, and it has a very good duration. A useful aspect to the KD/Dizzy combo, is the timers on both are about the same. When the dizzy icon goes away, it's a very identifiable sign that your target is open for another KD (the heart rate monitor looking thing is sometimes difficult to watch while in combat with so much else to worry about). If the effect is being further enhanced, dizzy is going to be a great tool to have available in increasing a TKA's damage output.
