I've heard both sides: TKA's are an elite group, meant to watch over the Jedi, and TKA's are nothing more that practicioners of a martial art. There is a section from the TKA faqthat addresses this. Take it for what it's worth.

It's worthy to note that this quote is suppose to come from the Star Wars Encyclopedia, although I have not read this book and cannot confirm this, nor do I know if this book is an officially liscensed product.
