Yep, I think this is a good idea. If only because its an alternative to a 600 HAM cost special move.

Could call it something like HAM conservation or Conservation of motion or Economy of motion...

Sounds like a good idea reducing the HAM costs as to progess up the trees and it would not benefit dapplers either =)
