I was having problems a little bit ago. Without armor or CoB I was being hit by lvl 80 Rontos for 244 after reduction. With CoB it was 204. Putting a complete padded suit on with maybe 5k max kinetic (was just some crappy converted) I was taking 189 after reduction with CoB on. I tried a few other lvl 80 missions and got the same results. All times I was still using my Powerhammer and nothing else changed. May try some new tests again tomorrow if I feel like playing. It did seem a bit weird though.
