Ok did some testing
Dizzy causes your opponent to hit you less frequently, ie decreases their accuracy. Fighting a lvl 85 NS, without dizzy she was hitting me 163 points every 2 seconds. With dizzy she was hitting me 163 aboutevery 6 seconds.
A lvl 62 gaping spider was even more affected and was only hitting me about every 8 seconds while dizzy.
