Tailor Archive

Ok on my way to tailor I'm currently at Domestic IV. I just got wrapped boots and I can only change the color of the sole, is this right? I want to make differnet colored boots and all I get is a light brown/taupe default color and the ability to change the sole to the rest of the palate.
