That's pretty funny, I've been buying up leather on Radiant off the bazaar at a few thousand a piece, even found several identical serial number ones listed... I can't believe the prices for it are that high. My very small guild (only 3-4 of which fight regularly) has been bringing me several of the loot components almost every day.

They're listed under components. But just "components" not any of the subcategories. So you usually have to go through pages of weapon and armor components. Once I found 7 identical heavy duty leather, listed at 1k each.

Do any of the backpack schematics that take this leather still get droped from the Theme Parks?

If not is there a use for this leather?

Several of our looted schematics use it. Some require two with the same serial number.

As far as I know all the backpack schematics take one leather, it's the crafter's aprons that take 2 identical ones.
