I just cancelled my pre-order for 10 copies of JTL. SWG just isn't fun for me any more.

May I suggest sending some customer service-ish person an email to point that out? Lots of people individually saying "oh i'm quitting" or "oh no expansion for me" don't make much of an impact, but that's a high enough number that it may actually get someone's attention.
/reality
I'm strongly considering dropping my tailoring vendors entirely- I went on vacation for a day too long and lost all of my backstock to the magical 7 day in storeroom goes poof rule, and the thought of remaking so many items it just too daunting.

My impression of the new changes is this: Yes, you can have an empty vendor. It just won't show up on theplanetary map. The vendor will only disappear if your character is inactive (ie not logged in).
They've been pretty clear the limit won't be 110/660. Figure it this way. The test center vendor DB is tiny. The Live servers' vendor DB is most likely several orders of magnitude larger. So on test center, the limits have to be adjusted down for them to see any measurable DB impact. The limits used in Live will probably be workable for all but the very highly stocked.

I have yet to make anything new save for special orders. I'm afraid that when these changes come down the pipe, unless they are quite higher than the originally proposed limits, I will have to drop Master tailor save what I need to make armoursmith components, simply to have a steady income.
I hate to think that I need to do this, but I simply do not have the time to invest on constantly monitoring vewndors and constantly making clothes. I like the compbat side of the game as well, and if these changes go through I know I will find it more interesting than waiting on vendors to cycle once again.
I rellay hope theydecide not to go through with this, that someone comes and shows them the light in this regard.
