The ubese vest and ubese bandolierare now flagged as clothing, the mubari belt is still armor though 
They better not remove these or nerf them somehow, most people use these for sticking attachments to, so if they nerf them there will be a whinefest like no other, and rightly so. You cant wair a BE vest with the ubese vest, a PSG with the mubari belt, or a backpack with the bandolier so its an ok tradeoff really.
I suppose if you could get the attachments back from fully decayed clothing (and be able to stick it to new clothes) it would be ok, since no one craftsattachments and they are rare, no one is loosing out.
