This is a great idea. I'm also all for the removal of skill tapes from clothing. Perhaps in this same idea a "clothing attachment removal kit" could be crafted/used only by master tailors and need the rare asterid resources of which you speak.

Its a great idea
I definitely think it is worth pursuing.
Ideally I would like to see a system where you can recycle clothing with CAs to some tailoring sub component (special rp, or st for example) which would maintain the bonuses. When using this sub component clothing would be produced with no sockets. (So there would be no balance issues) This way we could actually make new clothing for people and still keep their precious CAs. I know how much problems devs are having with all the tailoring code, and that we are not a priority, so they would never invest the time to develop a good system of that sort. Repair kit has a much better chance for being implemented, so I am all for it.

Unfortunately, there's no way we can totally satisfy the combat types who want their CAs out, the tailors who want the CAs out, and the tailors (like me) who would prefer to let the CAs die.
I thinkthis isan acceptable compromise.

I think this would be an acceptable compromise to the SEA issue. Combat professions want clothes to never decay to 0 condition and be unequippable. Tailors want the exact opposite. So, this kit would be a wonderful compromise as it satisfies the tailors' desire for the clothes' decay to function correctly and satisfies the combat profs' desire for their SEAs to be useless forever once decay to 0 condition occurs.
But like others have already said, it would need to be difficult to get the resources for and sold at a high price, or else it'll be just like before but with a few annoyances for everyone involved (the kit crafting and stocking on already full item limits..). Great idea, it hadn't even occured to me!

Just to throw another idea into the mix.
Why not make all clothes decay, and un-equipable at 0/0 or 1/1.
Then make CA's never drop as loot.
Make CA's craftable by tailors, be's , AS, Artisans, etc.
Maybe even requires mixed abilities from each of them to make. For example you need tailor and BE to make them.
The higher quality tapes require very rare resources and unique skills, or quest driven certifications.
This would be a nightmare for the developers to implement, but would be great for the crafters.
