i couldent find the posts by the devs because i never taged them but hte is post where the doc corraspondant talks about it a bit

The problem with mind damage, even though there are fewer possible ways to attack the mind, is that with doc buffs there is virtually no way to incap someone on health or action in PvP. That's why there are so many riflemen around.
I would suggest that mind remain targetable and unhealable, but in player vs player combat remove incaps from mind damage. Then the point of mind damage would be to limit your opponent's ability to use special attacks, and you'd see a lot fewer riflemen and CMs running around dominating the game with mind damage attacks.
I would disagree. The idea is to make other combat professions viable so not everyone who PvPs HAS to bea rifleman. Riflemen and Combat Medics both have health and action attacks just as powerful as their mind attacks. Riflemen are using mind HAM whether it's a targetable pool or not. If it's no longer possible to incapacitate someone by shooting their unhealable mind pool out, good players will begin to look to other professions and templates fora way to damage their opponents' health and action pools, instead of taking the easy (and you could even say only viable) option of just shooting their mind pool to oblivion.
Furthermore, making it so that mind incaps are not possible is a heck of a lot better than this rumor of the mind pool not being targetable at all, or stimpacks healing mind damage. Either of those two options would be detrimental not only to entertainers, but to healing combat medics, who would both suffer diminished roles.
In a scenerio where you could not mind incap someone, riflemen would certainly not suffer a tremendous setback for two reasons. The first is that advanced strafe does massive damage, and with a master rifleman's accuracy, hardly ever misses. The second is that all professions DO use at least some mind pool. So maybe riflemen do become a counter to other riflemen because that profession does use the most mind, but they also become effective at limiting the ability of other combatants to freely fire off specials in spam attacks. In the end, the gains of all the other professions in the game far outweigh any perceived losses by riflemen, which really are not so severe when you really boil it down.
