its helpful in pvp, until you get intimidated and stunned (unless your opponent is blinded).
a bh/carbineer with a +100 accuracy carbine can go through any melee/ranged defense and dodge/counterattack/block though, since they can get up to 300 accuracy (most have tons of acc attachments, so probly around 325).
but then again,most bh/carbineers arent much of a factor.
