It's not possible. I'm working with +84 in speed and I'd need a 1.9 speed hammer to cap—my FastHammer is a 33% speed slice hammer and it's still a 3.6 speed. There's no way you can cap a powerhammer at +85 speed.

Your order of operations is backwards—multiply weapon speed by special delay then apply the personal speed modifier.

If you're after hitting the cap, I'd recommend going for the cap on headhit3 instead, as its a faster attack, concentrates on one pool only, and does excellent damage too.
Master Swordsman: headhit3 speed cap with a speed 1.6 weapon (can get 2-hand curved swords to this with a very nice slice).
Master Brawler+Master Swords: headhit3 speed cap with a speed 2.0 weapon.
Speed skill is a direct % off the time. So Speed +75 (master) means you swing the weapon at 25% of its quoted speed, when not using specials. Then multiply by the special's modifier (2.5x for headhit3) to see what you swing at.

As long as you apply the cap last, it doesn't matter what order you do the computations in (a*b = b*a).
