If it's normal, clear communication and cooperation, if they don't want it, you won't get that no matter what you do. You can't force someone to behave differently simply by behaving differently yourself. It's almost completely up to them.

Flooding the CSR ticket system would get attention... even if it is not an effective bug reporting system.

If everyone dropped smuggler (as I did last night), then the Devs might take notice. Might not care, but they might take notice. Also, the ticket system is a very bad idea - even if there are real people on the other end (which I still hold that it's an autoresponder), flooding the ticket system will 'prohibit well-meaning players with legitimate issues from recieving the aid they need in a timely manner' and we'll all get our butts canned for it.

We will never get the attention of the DV team because...
Let's accept the reality, the DEV team are just a bunch of clueless WEASELS
1. Everyone send their personal and well worded comments through PM to Wes, if he is willing. That way instead of summing up for us, he has exact quotes from every concerned smuggler out there. That then get sents to someone in charge, not a dev. If he needs an email for that (Which I doubt), I can provide him one. By going to someone in charge with a large amount of well worded and professional emails (Not smugglers suck, screw you SOE), they might take notice.
2. Same approach, but someone with a real life contact at SOE takes it personally to their attention. I am willing to do such a thing if needed.
3. Everyone goes to launchpad chat at the same time and instead of a whinefest, we simply do our 'sit in strike' there and demand to talk with someone. They may just lock chat, but eventually, if enough of these are done, it will get attention, and doesn't involve us dropping smuggler etc, as ingame striking has never had a positive reaction
4. We collectively voice our opinion to LA, same as 1. but send it to the ones who make the decisions, like Julio Torres.
I think this approach may work if it hasn't been done before because it is a positive, and shows that we did the work to try to come up with something constructive. It puts the onus on us and we accept it, then give it right back to them.
