Far as I know, any humanoid mob can drop them. I've had "Ok" results with Maulers on Naboo, and much more horrid results with lesser thugs/outposts etc.

I just recently became Novice Smuggler and was hoping some veteran could answer a question for me. How do most people go about getting Locked Containers to get to Slicing 1? So far, in just normal play, I've only found one locked container... I did find a vendor selling them, but they were for 10k a piece, and I don't have that kind of money to spend 200k+ to get to Slicing 1. Any suggestions/tip would be great. Thanks.

I hate to say it but spam...its whats for your dinner
Get some molecular clamps and open them for people. sometimes a master will collect for a novice. We remember how hard it was. So just ask around.

there are three ways:
1. faction npc - you gain fp to raise your rank for when you'll be a master smuggler selling faction points and you get containers
2. wear always your novice smuggler title, people will ask you to slice their containers in the hope of getting something good from it like a force crystal or a poisoned weapon.
3. keep an eye to people advertising smuggler shops, even if probably the price of containers will be something out of market.
4. check the bazaar - once I sold 5-6 locked containers at the bazaar 6K each just because I wasn't in the mood of wasting clamps on them.
Good luck,
Fenrir

I got Slicing 1 (and more importantly 2 - as just slicing terminals is hell, and it requires a lot more containers) standing outside the bazaar at Anchorhead. On chimeria a lot of people come through AH so your chances of finding someone who wants a slice.
The best single lump of containors came from making visits to player cities - its suprising how mnay people horde these things in their house. Stop by the local cantina and politerly ask (don't spam - talk to individuals directly) if anyone has any. I picked up 20 from just one city (12 from one house alone)

Here's how I got to Slicer:
Spammed and opened containers until slicing 1, then started slicing terminals for higher mission payout. Took the money and purchased some locked containers from the bazaar. Make sure the lock isn't broken before you buy it, I managed to get a few like that when I wasn't paying attention.Rinse and repeat until slicing 2, then buy some WUK crates and crates of CDEF weapons / survival knives / whatever as long as it's cheap. Slice until you get sick of it, then go hunting or questing.
Slice any chance you get during downtime: waiting on shuttle, in the buff line, at the cantina getting buffs, heals, etc. Spice downers are a great time to grind slices. If you keep at slicing during down time, it won't be such a bad grind.

This has got to be the worst part for me (I'm pretty sure most others too) during the slicer brance leveling. A few tips, some are already here, in those cases call it a recap
1) Spam. It really is a simple as that, if you don't have friends or similiar collecting containers for you, it's a really working path. Some will ask you to pay for the containers, I refused to do that as I consider that an exploit of a broken way of getting XP. Places differ from server to server, but Coro and Mos Eisley are pretty safe bets to find people just being happy about having their containers opened. If going to ME, I'd suggest having some simple stuff around to put in the container if it show zero contents, a way to safeguard yourself from having to post a negative story in the chuckling thread
2) Kill stuff. To the right of the cantina in ME, there's a spawn of jabba thieves, these will sometimes enable you to loot containers. Same goes for most of the humanoids spawning around popular cities.
3) More spam. Try popular hunting places like mining output on dant. People kill a huge amount of Mokks and Jantas there, these will have containers.
Level other brances while searching. You still need a good amount of pistol XP, earn them in groups and while running around, ask group members if they have containers you can open. It's my impression those for instance going in Squill and naff groups are more than happy getting their container opened. Suffice to say, if you're in a guild or live in a city where you're somewhat close, ask others to spread the word.
Best of luck getting those containers

What really worked for me was my guild members.
I joined a guild just as I was starting out as smuggler and they were amazing, supplying me with as many locked containers as I needed way beyond even slicing 1.
They were also there to supply me with clamps, training etc.
I'd say, if you can, join a guild - there are great advantages to it even beyond stuff like this - mine organises events, hunts etc and you can take part as much as you want. I found it stops you becoming a victim of the solo grind approach to the game...
