That's one of my points. While there are sides which are not two Dominant sides(Empire vs Rebellion, Colonies vs Brittan, USA vs CSA, North Korea vs South Korea), the war exists because of the two Dominants, and not the others. Because the two Dominants litterally the opposites of the spectrum you see in the conflict, in the case of Star Wars, Light vs Dark.
While there are shades of grey between them, without those two pre-defined extremes, there is no midground to speak of. Which is why I say the GCW must be set in place, solidly, before the midground can be added into the picture.

The two extremes that end up the major combatants usually rise out of the so-called 'midground'.
So, I disagree that the extremes be put in place first. It is far more logical to have an up and running 'midground' society from which you give birth to extremes that then escalate their conflict to all out war.

I say you just tweak the system a little and allow for more of an opt in system for all and get both in there at the same time.

Normally, I would agree; however, we're currently at a point in time in which the big bad guy(the Empire) has already caused the Midground to spawn its counterpart, the Rebellion. This means, the conflict between these two must be set in place firmly before the Midground can spawn anymore participants. Because even though there are those shades of grey, they don't completely form untill the two opposite ends of the spectrum have been clearly defined. We already have a start of the greyish parts in the game, Hutt faction, Jabba Faction, Valarian, Borvo, other "big" Criminals, CorSec, RSF, Fed-Dub, other "big" police forces; they just haven't had anyone expand on them enough to make them players in the war.
