with the contraband and jedi visability systems there is no reason all players cannot have a player bounty on them for certain reasons. Obviously there needs to be a way to circumvent griefing and I've posted some solutions to this in other threads concerning player bounties. Like giving others your desired professional abilities in exchange for the price on your head.
What do I mean? well a bounty on a jedi will be worth far more than a bounty on any other regular player so to avoid the "forced pvp" that soe is trying so hard to avoid then offer another option. Several infact. Like rather than a combat exchange offer the target a bribe option. Which would cost the target the amount of the actual bounty or even more than the actual bounty and the hunter loses the tef if he pays. Offer a smuggler credits to slice the terminal to get you off the BH mission terminals. Again the costs should be no where near the jedi bounty. But people do get caught with contraband and can be found guilty of skipping fines thus bounties are needed. And well smugglers are an enemy of the state to begin with so they would gain visablity by slicing terminals and such (since they can avoid the scans mostly) so there is the risk.
I'm skimming through the ideas really because I've posted them a few times and nothing will come of it anyway but the potential for a really interesting game is there

Well ifthey make my Smuggler huntable by a BH I want the aibility in game to run for it inmy ship then blast his worthless arse into Star stuff with my guns.
