To be honest, the best way is to have either a really good smuggler friend who will do this at cost or another account with Underworld 4 on it and the rank of colonel if you want to have a big reserve on your own character.
For pure faction sales:
What I did was have a friend who was a colonel act as a bank for my faction sales. It would mean two transfers but I could store up 60600 faction on him to be sold in an instant. I could sell 51k faction at the drop of a hat.
For Faction perks:
Get another Master Smuggler as a partner who is a colonel. Find out which of you is going to be the mindless drone clicking the recruitor. The other master smuggler buys the perks needed as the faction is ground out. Sell the perks at a profit and split the income.
Trusting and being trusted by your partner is essential.
For pure faction sales:
