That said, is there any way to fit pub 7 in the question? Something like...
"With publish 7 the recovery from a spice downer changed requiring the HAM bars to regenerate after the downer is gone. This has indirectly caused spice downers to be increased. Was this done on purpose and if so why? If not, are there plans to correct this bug?"
or there abouts

Of course, this actually leads to "longer down time" rather than "longer down town"

Changed the wording a little, I think this flows better.
Predicted answer: "Spice effects are working as intended. Recovery from a downer makes sense, your mind and body are left drained from the use and you need to recover from the effects"

I don't expect this to be the actual answer. There's a real answer that Caylin knows and gave to TH to post as the answer to this question. I cannot believe this would be it. This is something they could have told us when it changed. We may not have liked the change, but this is at least a reason for the change and it would have done less damage to tell us a reason for something we didn't like than try to cover up something we didn't like.
The change that took place is probably related to the combat balance. As such, Caylin would NOT be able to comment on it. The DEVs thought the the CB would be done by now, (rem: Creature Handler changes). In addition, the chef foods and doctors buffs were expected to offset these negative effects. But ask the question and we will see.

That may very well be...but the way I worded the question will accomplish hopefully 2 things...
1) The Devs will once again publically hear that the Smuggler Community isn't happy with the change...
2) Spice users and Non-Spice users who are not familiar with the change will now have specifics on the issue and might back Smugglers on getting the decission reversed (since it will be in their best interests as well).
Before I was educated on the change, I knew didn't know about it...now that I do, I agree it should be changed back if possible...There are probably other's out there just like me...That's why with the questions I submit to TH I try to not only ask a question, but make some time of public statement...

That sounds about right, but I sure hope you are wrong. If they want your health to regenerate naturally, it should start to regenerate as soon as the downer hits and be fully rehealed when the downer expires.
