The Empire should be cruel and unjust, this is the EMPIRE we're talking about here. Galactic uber bad guys. The cold, heartless, corrupt, human-centric prejudiced Empire. Someone on here said it really really well... the Empire should be cruel and unjust, it gives us something to fight for.

I do like the idea that Imperial controlled cities offer some kind of bonus that means that players would have to go there, despite the consequences. Your "safe" cities are your more backwater places that aren't under the Empire, and the nice upstanding, law-abiding, Imperial controlled places have better facilities. Starports with more common ships flying out, better flight options, better public crafting stations, bonuses to healing, entertainment, stat regeneration... etc.
