What about naming it like one of the old smuggling ports from the days of pirates?
"Port <something>", or Buccaneer's Port/Hole.

I have to cast my vote for either
SIN city,
Or a variation of Plains Height
Hidden Plains Height (Or Haiden if that seems to obvious)
Certainly 'Hidden Plains Heights' would sound like a nice innocuousish city but still has the pun in there.

I always liked the name "Adelaide" for a city. I im'd it to keck last night.

I like the name SIN city and it is the name of our chat channel- it's just so common and predictable though. But I do Like it. Maybe SIN's Gate?
