Why not make it a factional thing?
Create a Law faction and a Criminal faction.
Every slice, created spice, spice use, sliced piece of equipment use, smuggler mission completion, decreases law faction and increase criminal faction.
After all, not only are the smugglers breaking the law creating and modifying illegal stuff, but so are the users of said stuff.
Now make some towns very law abiding(imperial, rebel and cor sec, etc... ), and some very criminal. (jabba, hutt, etc...)
Post said type of guards in and around each type of city that scan players as they visit \ navigate such towns.
If you have low law faction and are scanned by a law controlled faction town guard, they shoot your ass.
Scans success should be based on how much \ little faction you have, ie. -5000 law faction is like 90% success on the scan.
Since Sumgglers can buy faction(like bribes), they should also be able to sell faction to other players. for example they have the contacts to bribe on your behalf.
If your caught as a criminal in a like faction controlled town you have to pay a fine, be it money or faction points doesn't matter to me(or both). Alternately if your caught in any other faction, law abiding towns you are attacked onsite.
One of the main problems with slicing atm is there really isn't any downside to doing it, aside from the cost so everybody does.
