This isn't about factions and having a death sentence wouldnt make all NPCs from that authority a red con to you .. the point here is to give penalties for being a wanted criminal and to allow smugglers to temporarily relieve any of those penalties.

If you don't want your ship being stuck in a starport for an hour then don't do criminal activities ... its as simple as that.

This is supposed to be a "role play" game and not a "kill everything in sight" game. Being such a game means destroying civilian transports in cold blooded murder within the Corellian system or murding an innocent bystander in Theed should give some kind of penance and just giving a reduction in faction to make NPCs aggro you isn't enough.

If there arnt any smugglers around then you'd either have to bribe an authority or seek out the local crime lord and do missions for him to reduce your level. As for "If people can pay why would they seek out a smuggler?" ... well, what would you rather do? Pay 100k to remove a penalty or get a smuggler to do it for free?

Your lvl1 char... how often does he smuggle spices and sliced items through the shuttle system? How often does he murder civilian NPCs? How often does he shoot down civilian transports in orbit? If the answer is never or rarely then this really doesn't effect you.
And remember, you don't instantly gain a wanted level. You'll be able to see what your current wanted level points are and now precisely how close you are to going up a level which will allow you to seek out a crime lord and reduce it before you increase.
The wanted levels will mainly effect smugglers, not average players, unless you wanted to deliberately gain a wanted level for the fun factor of evading the law.

Well...heh...we wouldn't necessarily be doing it for free would we?

Liked the idea and I'm glad it extends to others and not just smugglers. Killing members of the local community should incur penalties. How many people were afraid to walk into Theed when they were flagged as Rebels? I was and I'm sure others were also (well this was when the game was relatively new and people planted scanners around their "player cities").

Good job. =)

Yeah Sidebuster that'd work. The only wanted level that really wouldnt never change over time unless you physicaly do something would be the death warrant anyway so that works well

1 hour is a long time, sometimes i'll be playing and there won't be any smugglers on btw i'm not a smuggler just wondering wen slicing will work well again so i can get my RIS and my uber rifle and carbine sliced hehhehe. but this sounds like fun, i'd be tempted to grind out smuggler to give it a go if this happened. hope you get your revamp guys, its been long coming!
