From what I've read in the BH forum, the best way to get Shock Absorbant Padding pieces is for a low CL template that is doing Novice BH missions.

As you most likely already know this item is coveted because it's the second slice for Armor Break reduction, and MBH's need that on their armorit if they are going hunt Jedi. Players know that and are gouging - er setting the price - accordingly.
