Crappy tools in RL are the bane of my existance. Lifetime warranties, good materials and more save my life, save others lives, and save me money because I don't have to replace them all the freaking time.

We are not a crafting class. We'll be spending too much time getting the materials we need.
The answer is A.

A
Our time as smuggler should not be spent doing Artisan work
Also how could the customer possible know what equipment the smuggler has! Keep it random, it does no harm and would confuse the customers even more about slicing!!

B only on upgrade kits
I would go for experimentation only if they would let you choose a speed or damage, effectiveness or encumberance slice in the menu. Have upgrade kits for each of those types of slices. On the upgrade kits have 2 experimentation bars, one for effectiveness and range. The quality of the slice would be determined by this.
slice quality= effectiveness + skill bonus - range*(random number from 0 to 1)
So for example lets make up the best possible armor upgrade kit that could be obtained by experimentation. A master smuggler with a 10 skill bonus is using a encumberance upgrage kit with an effectiveness of 35 and range of 10 range. The slice would be between 35 and 45.
An example of a bad kit would be one with an effectiveness of 25 and a range of 20 The slice would be between 35 and 15 in that case for the same smuggler. Someone with only slicing 3 would get 5 to 25 with the same kit.
