I can contest the 11% minimum. I've gotten a 9% slice...once. Many moons ago. Never happened since tho. I think that was between pub 8 and 9.

That doesn't prove anything. Saying something repeatedly and stridently doesn't make it a fact.
Facts, and proof, are backed up by data. There is none in that thread - just people saying the same thing over and over.
If I linked to a thread that said that Caylin is making stuff up, would that be "proof" too?
If you want to prove something, you do it by recording data from experiments. It's called "Scientific Method".

if i recall.. there was a post way back in aug-sept last year.. maybe sooner maybe a little later.. but i do remember a few guys on a few servers banding together to do a thorough work up of every variable taht could be under smuggler control during slices... including bf, quality, being near craft stations, whether blue is first or red is first equals a particular slice etc..... and those findings showed that there was no correlation at all.... i really wish i could choose the right keywords for the search to find that post

And maybe you should study history before mouthing off. If you spent any time here in theseforums,you would have known that the devs admitted that it was totally random. By the way, that's called "research".

I've been a master smuggler for a about 2-3 months now and I've sliced HUNDREDS of weapons and armor peices for my guild, and I have YET to be able to predict my slices.. Sometimes their good, sometimes their bad, sometimes their awful, sometimes their terrific... But one thing is for sure.... It's better than what it was when it was un-sliced... I know of the exploit... I don't condone it... a 3% slice!? Thats redicules! I truly beleive slicing is random... Oh and that guy took you in my opinion... I'm as kind to my customers as possible, and most always come back no matter the result.. I always tell them EXACTLY what % they got of which stat... I suggest you point him out to someone who can check on him.

I have heard of people Mastering Smuggler, dropping the skills, and keeping the Master Smuggler title up.
Starting at Slicing III, the minimum percentage increase for Armor Effectiveness is 5%. At Slicing IV it is still 5%. At Master is when it goes up to 11%.
5% of 69% is .0345 . Which rounded would be .03, making that 69% go up to 71%, which is the exact figure you saw.
Remember, it's a percentage of a percentage, not adding that percentage onto the new one.A 20% slice on 60% would not make it 80%, it would make it 72%.
So it sounds to me like he dropped Master Smuggler, kept the Master title, dropped to Slicing III, and is telling everyone he sliced weapons and armor for 30% and above.
The next time you question the validity of a Master Smuggler, simply ask them to change their title to another title, and then BACK to Master Smuggler. If they are doing the exploit of keeping the Master Smuggler title after dropping the box, they will not be able to change their title back to Master Smuggler.
And if any Master Smuggler gives you grief for asking them to do this, go to another Master Smuggler.

I've tested BF affecting slices myself. I've run around at 1000BF with no changes to my slicing averages.
I've also used tools using 1000 cond copper, fully experimented as well as many other glorious methods.
We have people who have logs of over 4000 slices that are parsed and we had GreenMarine go on record that nothing has a factor in slicing.
