As a non-smuggler (aka potential customer), the chance of breakage, especially on armor, is a major reason not to ever see a smuggler for slicing. I think NOT having a breakage is overall benefitial since now people ALWAYS will try to get a slice from you. With a breakage system, many would opt not to.
Due to the way "randomness" work, an unlucky dude could lose his main, first spare and second spare weapons during a single fight, even if the chance is minimal. This could have very negative effects on game play and with time, people might simply opt to not do any slicing at all because they don't want to risk being handicapped halfway through an instance run for example.
What you'll get is a predictable, customizable (to a degree) system which EVERYONE want to use unconditionally. Effect might not be as great as pre-CU slicing but at least a customer will know what they get (and it won't cost you anything).
I would argue though, that not requiring tools is kind of like the doc/cm professions suddently becomign magic users. Moving away from requiring crafted goods on such a wide scale is somewhat disturbing. Perhaps you can an 'enhancer' type system where you can use tools with a certain "accuracy", where better tools gives a better bonus, perhaps +2-5% over what you get without.

In the short term i think this is a very good idea though i hope they do manage to make it work as they discribed it because it adds more risk and depth to slicing.
I hate to say it though i do understand why this is pistol xp now since we have combat specials in it as well as slicing and it seems too easy to slice equipment to increase your cl, also when you look at our previous template is very good to attain enough xp for fs conversion having 3 types of xp.

I think that slicing shouldn't even exist for armor. Having a piece of armor fail on you is a much bigger deal than having a weapon fail. It is much easier to carry a backup weapon than a backup bracer, helmet, etc.
Secondly, I only remember getting guns sliced.
Oh, and weapons SHOULD fail. It is not that big of a deal, and it puts in the RISK part of our profession.
I thought our whole profession was supposed to be based on risk vs reward...

This really needs to come back. I think I'll wait until it is or isn't in live before I panic.
if it doesn't come back, I think my 50k max slice charge will become 100k.
I'm disappointed they have...backed down from including this because it leads me to believe they are too scared to inconvenience us in the name of fun.
Having your weapon break on you in the middle of battle is something that could happen and leads to stories afterwards-
"I took on 4 Imps yesterday and I had them all on the run when my Renegade broke. I had to drop back and pull out my LBC but it's all good."
It's not as though weapons would be that big a deal anyway- I mean, they can be fixed. Armor might be more crucial but again, they can be fixed.
If they are afraid to inconvenience us this way- will they ever give us PC bounties?

Are such things really so surprising though? This strange idea of "fun" being the lack of all repercussions for someone's actions has been apparent in the design philosophy for quite an amount of time now.

No.
I wanted breakage.
#1 Slicing has been large reward no risk since the game came out. Slicing is illegal all that currently happens is a small chance of failing a scan. Big deal those level 30 NPCs die. Hell I don't even stand still anymore, I jump bakc on my bike and fly off before the scan is complete pissed off that I got yanked off my bike.
#2 I love the idea of my sliced weapon failing in battle and me for several seconds goign what the hell? Then running into cover ripping my weapon apart and fix it hopeing I don't get shot at.
#3 If people don't want their weapons to jam then the simple fix is don't slice it. You don't want to gamble a few more poitns into yoru gun with the chance of breaking then don't. That simple. If gives smugglers that little bit more of an edge.
I want this breakage back in as soon as it's gets fixed to jam the weapon every couple of weeks.
