Guys maybe just maybe. These people are looking to flip their toon to spy. Instead of going out and killing a bunch of the faction they are really on they want to simply buy their way out of the five k hole and get enough to switch sides. Which one must ask why do you care. Does it hurt you if this guy is looking to find out the timer on an imperial base. The only other solution is to bribe imperial players to report him the times.

P.S. I used to bribe players for this intel all the time. Sometimes it cost me some valuable item. Other times I was able to prey on in faction rivalries. Hey that guild is a bunch of jerks I really hate them. I know you will know what to do with this base time.

So make yourself some bread. The mayor can either use you to convert his toon, or to turn a imperial to his cause, and turned faction members are ten times more trouble then a simple 200 point spy. Turncoats can do things like hey guys lets go krayt dragon hunting, and while you and this guy are away your base gets blown up.
