Yes, it seems there can be a problem if you try to act as a RL Casino, since it depends on a constant influx of many players for the "house" to get a profit out of it.
Snake Eyes is more of a dirty alley-type kind of game, and I don't think you actually need to punish the players more than they are actually being punished by just rolling 1's & Snake Eyes. Remember that in a hostile game where the players will have to pay the scorekeeper, they also lose 5% bank tip fee every time they pay to the scorekeeper. But of course, if this variation works I think it's just nice for you!
What I would have done, instead of punishing players financially for rolling 1's, is to stick to the scheme and rather make an exclusive high-stakes gambler's club. You could invite people willing to play high stakes, and who have the funds to do it, so they will meet other high-stakers for those insane winner pots!
How could you make an exclusive gambler ring? Have the gamblers pay you 1 million to enter the game. Pay them back 900.000. That way you have seen they have the money for it, and they have paid 100.000 in entrance fee to you!
