Most likely the high-end bases. PvP Detachment HQs will be 67500 for a Human MS without the "loser" 30% discount.


So, even with the new cap in place, a Colonel caps out at 120000 FP. So, they'll be out of reach for a non-human.


If the Empire starts losing though, Zabraks will back in business...a PvP Det HQ will only run 47250 for Humans...and Zabs have an x2 penalty. So they'll be well under the cap for that.
