I'm thinking that it's broken right now, at least somewhat. If it's not broken, it's virtually useless. I hopped from Reb to Imp, and wasn't able to do anything with my Reb FP's. I think I had around -1000 or so Imp FP's, so I was able to easily buy my way into Imperial favor.
