Not *all* loot needed for slicing is on high-end NPCs. Just the level 3 and (for speed) level 4 slices.
Level 1 slices require no component.
Level 2 slices require a basic component that can be looted off of easier opponents.
Level 3 and 4 slices require harder-to-find components.
There is no *list* yet what drops these components. Time to get out there and look!

slcing's based off pistol xp, so I would imagine you wouldn't any more.
EDIT 3: Worked out DPS averages for a base weapon recieving these numbers, assuming no conflict with caps. helpful *ONLY* if working with a weapon that will not come up against hard caps when sliced in your hands!

2) D2 | 40% | 4% dmg increase

EDIT: Added DPS calculations from above.
Fighting the caps: where to go when the weapon can't take no mo.
(this post assumes slices cannot exceed hard weapon caps, as stated elsewhere on this forum)
Example A: "I want the most damage" client:
Cap at D1: add (C2 + S1) = 203.571 DPS -OR-(S3) = 204.301 DPS -OR- (S2 + C1) = 201.875 DPS
Cap at D2: add (S2) = 200.52DPS -OR- (C2) = 202.125 DPS
Cap at D3: add (S1 + C1)= 207.577 DPS
Example B: "I want the fastest speed" client:
Cap at S1: add (D3 + C1) -OR- (C2 + D1)
Cap at S2: add (D2) = 200.52 DPS -OR- (D1 + C1)= 201.875 DPS
Cap at S3: add (D1)= 204.301 DPS -OR- (C1) = 207.661 DPS
Cap at S4: add... nothing, yer done!
Example C: "I want the best chance at a critical!"
