That is a very valid concern. I agree that this may happen, but my thinking is that smugglers should not be stuck with a lame mini-game just because weaponsmiths might raise prices.
I do wholeheartedly agree that people will not buy multiple weapons hoping for the slice they want, but that will still happen to some extent. For example instead of buying 5 weapons to increase the chance of getting adamage slice, they will buy 5 weapons to increase the chance of getting the best possible damage slice.
An added bonus for the smiths is they can customize the expierimentation a little more on the goods they produce. For example they could max out damage, and throw the extra at range mods or HAM costs, leaving speed untouchedwhen building weapons for master level players, knowing that any that do not have sufficient speed mods can have the speed improved by a smuggler.

Hmmm.. i see a potential problem here. What could we add/change to prevent this from being used a means to try a slice over and over until you get the maximum % increase?
i.e. Slices for 22%. Doh i wanted higher! /cancel
Slice for 19%. Ugh even worse. /cancel
Slice for 35% W00t!! that gun is l337 now! /accept
