Sounds like you did the right thing by holding the goods until he admitted not paying.

Calling down a CSR on their part would be bad for them as the CSR could easily verify they didnt pay and were trying to defraud you.

And I agree with my fellow smuggler there, using the tender box would fix this unless you completely trust the person you are dealing with.

There are a few ppl that do this on purpose to try to get free slices/buffs/etc. My opinion is this though. If you are holding a 250k set of armor or a 150k krayt weapon, the person probably believes that he/she tipped you. I've actually had this happen before and had to go back and check my own logs to verify whether I tipped a doctor. Now, these incidents never got ugly because we are both grown up and could handle the situation. Here's the scenario where it happened to me

Doctor: /buff health

Doctor: "8k for full set"

Me: /tip 8k

Doctor: /buff action

Doctor: "I need 8k to continue"

Me: "I just did."

Doctor: "No you didn't"

Me: "Let me check my logs."

Me: "Hmm, for some reason it doesn't show my tip in my logs"

Me: /tip 8000

In the above scenario, I have usually screwed up by typing /tip 8k instead of /tip 8000.

One of the things that I do is insist that they pay me through the trade window. That way once the slice is complete they see their weapon, I see my money, we both accept. Never had a problem using this method. Just make sure to tell your customer that you only accept payments in that manner.
