I had a buddy test it out tonight ... he declared IMP, went to deep space and got FP ... (I think he was ground-imp)

So that made my decision.

That Deep Space issue is a known bug, I just haven't been paying enough attention lately to notice if they've fixed it yet or not.

I've had no trouble shooting at Imperial ships. I haven't personally tried to declare Rebel in space, but going either side was talked about a lot in the Pilot boards. I also know that you can go merrily into Kessell and shoot whatever you want there.

Sure, you can go to Kessel and shoot whatever you want (you can do that anywhere but Deep Spacae, for that matter), but I'm almost sure you can't declare as anything but your ground faction--thus ground Imps for the Empire, ground Rebs for the Rebellion, and ground neutrals as neither. If you aren't declared, you don't earn FP, so pure neutrals are out of that equation.

Deep Space is different, of course, and I bet a pure neutral can declare for either side, as you have to be PVP-enabled to SOMEone. However, as privateers can't gain FP in Deep Space, it doesn't mean very much to declare for either side in this way.
