It would, but it'd be viewed as non-consentual PvP. Sure some people might like it...but the ones that don't?

One comment. How about a docking system, with which a player's ship could connect to a smuggler's, and load into the smuggler's ship?

You make the choice to steal from another player - you make the choice to get your ass kicked by another player. It is pretty clear to me, as it should be to you.
It is very clear, but that player still lost an item, that player will post hate threads, that player will be yelling at the dev;s that player has a right to because he just spent money or time doing what ever he did to get the item we just stole from him. Stealing in the game is a bad, bad idea and one the dev's would never go for. You have to keep the over all game community in mind when making changes to your own profession. that should be clear to everyone.

The thing is, if you don't have JtL, you could make the trade on the ground somewhere remote. You wouldn't be limited to one or the other.

Thanks for the feedback guys and gals 
About the inclusion of stealing... Stealing from other players is a big no no. That much is crystal.
In the first plan, "numero uno", the smuggler would never actually be able to steal anything at all from the other person. The client will receive their goods 100% of the time. The only deal is that the smuggler would "virtually" steal the object and possibly collect 75k after three days (roleplayed as finding a buyer) of surviving BH's. Nothing is actually stolen, it is just a fun option for smugglers wanting a little excitement and fun.
The first plan is onlyone design option.
The second plan is the alternate design option. While we know that stealing when slicing is possible right now and that it rarely occurs, the second plan will punish this action BIGTIME. Punishment for stealing from a player has never been done (except the odd CSR action).
It is my hope that if the second plan is implemented, that the punishment of random, tough NPC squads and excessively high BH visibility (also high price on your head) will beMORE than enough to effectively kill the thieving smuggler. Once the smuggler dies within the set period of time, as is the expectation, the item is returned to the original owner. The idea is to make punishment so rough that96% of smugglers who attempt this, die.
You could even give the customer who was ripped off a TEF against the smuggler.
Anyways, number two has lots of fun stuff you could possibly add, plus plenty of excitement.

Now I have a question what are the probelms a Smuggler can run in to, in his/her way to the Client?!!!
A Smuggler could simple use a Shuttle or my ship to the Starport, pass a scan team of Stormtrooper, as we pass them now, and that is!!!
it's not as much fun i hoped!!!
and just spawning some ennemies in our way to kill them is also no much fun.
so how we could slove this problem?? it should also be JTL anabled for those who have JTL and not for those who have not!!
and something else, what's about mission diffulity, it would be cool if we can get our mission f.e on Tatooine from Jabbas Palast and if we grow our reputation maybe jabba himself will give us some missions.

I've always viewed the idea of a Smuggler window as not so much protection for the customer - but protection for the Smuggler against a griefing customer. We had a thread going awhile back concerning the TOS that specifically noted that Smuggler's stealing from a customer is a bad bad thing.
So from this point of view I love the idea.

/agree on all points both Dat and JTG, data padsare in-game now with ID's so it should be added for smugglers as well.
