In my experience when SOE is hurting for new subscribers the push out half finished expansions. SOE is notorious for not spending the time to polish their content. IMO if SOE wants to improve their PR they need to have a steady streak of patches that a) resolve some long standing issues b) don't introduce MAJOR new bugs and c) have polished content.
I thought they were doing really good right after JtL came out with the quality of patches, but the last few patches have been atrocious. SOE just doesn't seem to get that polish is what has made Blizzard's games so popular. People naturally seem to associates Blizzard's game quality to the fun of the game, which isn't always true. So many devs down play polish and yet it is polish that always kills them in game reviews.
