The word straight from the devs (IE the guys who program the game) is nothing affects slicing...period. I'll take the word of the dev over a CSR.

Looks to me like "Yes, they do have an impact" might be the answer to the other question, about PUP and Weapon decay... I imagine the CSR's get swamped with questions when they show up, and from that screenshot it's not clear what he answered to. Of course, I can only judge from the small part of dialog visible there.

you can affect the outcome of a slice, you just don't know how....
or maybe you do...and you are trying to influence some sort of Smuggler's Edge =/
become a Master WS, AS, Smuggler and put your thinking cap on, you'll figure it out 
they don't call me the best slicer for nothing

He is maybe known as the best slicer because he can guarantee the outcome of the slice , right ?

Im sick of all those people saying that they can pick a slice...And you can never say this too many times:

No no no, you see ive got this m8, and hes one of the best slices on any server.
Hes a master and that means that he can select speed or damage and he can decide on the percentage. Thats cos he uses the best tools there are. Not only that but he only charges 50cr %and i know at least 5 slicers who can do that.
Any way you suck you sold me some drug and it has something wrong with it cos after a while i kept puking. And you didnt give me the crystal from that locked container, which they all have.
So if you could do me a slice on my bone armour and cdef rifle and stop acting like anoob id be most grateful.
bet your glad i told you about that huh, amazing how you guys think that slicing is random.

Some people put a lot of effort in to making their slicing tools (i.e. using really nice materials) and Caylin is correctly saying that it doesn't matter how **edit**ty the materials are, there effect will be completely random.

acctually, there is a way to affect the outcome of the slice, if you do something in the right order and properly u can give it more ofa chance for dmg ...noone will know but me and my precious little guild
