I need to play more to get a feel for things to be able to judge if its still too powerful to not be fun (in this case I need to know I at least have a chance at escapig to bother to do anyhitng but lying down and taking the free trip to the cloning center)
I would have liked to see more changes by way of numbers and not brute force, or better ai so some stay in range instead of just run right into my AOE, as well as some new style checkpoints, but all in all I think the change right now is for the better not the worse.

Right now all they are doing to make them tougher as we see on the corvette and in the crack downis just make the HAM go up and make them shoot harder. Still the same combat tactics are used as the normal 5-10k HAM storm troopers, get them all with in range of you andif you are agroed by them all and area attack, just takes more time that isn't fun.
I am asking friendly here: How is adding more weak Stormtroopers going to help? You say yourself that all you have to do is "get them all within range of you and if you are agroed by them all and area attack."
My knowledge is that as a defense stacker, you can be surrounded by 20-30 ST's and still survive to kill them all. Obviously, your argument for more numbers comes up short, I think.
What is appropriate are ST's who are sufficiently dangerous to make running your first choice. This can be accomplished with less than the 200k HAM ST's, but you and I honestly know that ST's need to be tougher if they are going to be administering Imperial law on actual players.
Furthermore, you claim that all a HAM increase changes is the amount of time you spend area attacking them. How can this be so if their firepower is increased to the point that no player could hang around 10 ST's for any extended period of time??? No player should be able to stand toe to toe with a regiment of Stormtroopers.
Perhaps now you realize why their firepower must also be beefed up.

Yea, well, word is on the street that they are only spawning 14k ST's now, because they have weakened the Crackdown. These scan teams seem to have only one tough ST, with about 10-11 normal ST's. That is if you call 14k tough.
I'm novice pistoleer/dirty fighting 2, and I can take out a couple of the current STs without armor or buffs before they get me. They should be murdering me at the point I am.
I think 20-30K HAM sounds reasonable for the state the game is in right now. Very few sentients in the galaxy should even consider standing against a squad of the Empire's elite.

If the AI was better it would be alot more fun is all I'm saying. But that is just the way the system is right now, and it is only going to be into play for another couple months probably.
But 100k HAM is alot better then 200k so it's looking better.

I have just come across a scan team in the wild (2.3km from a major city) that only contained one 14k HAM ST and 11 regular ST's. This is a bit on the weak side I think. 100k HAM seems just right if there is only going to be one tough ST in a scan team.
