I know i know, everyone an their mum has made a post like this, but I just wanna put my ideas on record

Local Systems Authorities
There would be 3 "local authorities" these are:
RSF (covers Naboo and Rori)
CorSec (covers Corellia and Talus)
Galactic Empire (covers Endor, Dathomir, Dantooine and Yavin IV)
The remaining systems (Tatooine andLok) are considered "lawlesss"
Even though each of the 3 authorities have an active NPC presence in-game, the Wanted Level system is only in regards to starports and space travel. Therefore, a high wanted level with the Empire has no impact on your GCW status and will not make you attackable by any NPCs of that authority that are not linked with the Wanted Level system.
Gaining a Wanted Level
There are4 wantedranges you cangain. These are:
Neutral
Wanted for Questioning
Arrest Warrant
Death Sentence
Each range is made up with a "wanted level points structure". The wanted level points ranges from-10 to 100 and your current points dictate your level. The levels would be as follows:
Neutral: -10 to 25 points
Wanted for Questioning: 26 to 50 points
Arrest Warrant: 51 to 75 points
Death Sentence: 76 to 100 points
You would hold a unique wanted level for each authority and every player would default to a wanted level of 0. For example, your Galactic Empire wanted level may be0 (neutral)as where your RSF wanted level may well be Death Sentence (91).
There are many activities in-game that will result in you gaining one or several wanted level points. Such activities would include owning spice and/or sliced weapons/armour while using a planetary shuttle or starport shuttle within each authorities systems, killing NPCs in cities, doing any of the new smuggler quests, attacking authorities ships in space, attacking civilian transports in space etc.
When you go up a wanted level, you will be considered "dangerous" by that local authority. This will result in a penalty for 1 hour that will prevent you from using any starship terminal and travel terminal within a starport owned by that authority, as well as not being able to travel, land or shuttle to another starport owned by that authority. However you would still be able to use planetary shuttles.
There will be terminals throughout each major city on each planet with an authority that will display your current wanted level. It will also display the "most wanted" criminals (any player with a death sentence).
Resultant effects of your current Wanted Level
Neutral - No effect. You are considered a law-abiding citizen and will be left alone
Wanted for Questioning - Each time you enter a starport owned by the corresponding authority, the authority system would run a random simulator to decide if a local authority NPC will appear to question you or not. Your actual wanted level points would determing the strength/amount of the NPCs. When being questioned by NPCs they will scan you for contraband and go through the standard contraband searches already in-game.
Arrest Warrant - Each time you enter a starport owned by a corresponding authority, an NPC of that authority will be randomly spawned and will search you for contraband. The chances of a random spawn are greater than that of the previous level. Also, while attempting to land via the space station in orbit the same random simulator will be run to determine if your landing request is granted or if it will be denied. If denied, local authority ships will be spawned and will request you cut engines so you can be scanned. A further random simulator will be run to determine if the local authorities leave you alone or open fire. If they leave you alone, you will be permited to land however if they open fire you will have to destroy all the spawned ships and then attempt to gain permission to land once more (and therefore go through the same random process).
Death Sentence - If you hold a death sentence for an authority, you will not be permitted to travel to or from any shuttleport (via ground) owned by that authority. You will also not be able to use starship terminals within any starports owned by that authority. You will, however, be able to land via the spacestation in space however you will go through the same random simulator as the previous level. Also, while in space and on the ground there is a possibility that local authorities NPCs will spawn and open fire on you. NPC Bounty Hunters will also randomly spawn and attempt to kill you. Other players will also not be able to invite them to launch in their multiplayer vessel from any starport that you have a death sentence with unless that player is a smuggler.
The smuggler influence
Any player with smuggler skills will gain a bonus to any of the random events of the wanted level system. The higher your smuggling skills, the higher the bonus. This bonus will increase the likelyhood of a random event going in your favour. For instance, a Master Smuggler would very rarely fail a scan from local authority ships in space when attempting to land and would very rarely be stopped by authorities when entering a starport. However, smugglers would still suffer the same travel restrictions dependant on their wanted level.
Smugglers will also be able to slice the wanted level terminals. If the slice is successful, the smuggler can reduce the wanted level of any player listed on the terminal for 1 hour. For instance, a smuggler with a Death Sentence on Naboo could slice a terminal in Theed and reduce his wanted level to Arrest Warrant for the duration of one hour.
Smugglers can transport any player withany wanted level to any starport. Smugglers can also transport players that are suffering from the 1 hour wanted level increase penalty. However, upon launching into space local authorities will attempt to stop you. Your smuggler level would decide on if you successfuly evade the authorities and the number/strength of the NPCs that attack if you do not evade. The same event will happen upon loading into a starport with the same results depending on your smuggler level. For instance, a Master Smuggler will evade authorities 9/10 as where a Novice smuggler would only evade authorities 1/10. Authorities will attack any person grouped with the wanted player.
Reducing/Removing a wanted level
Throughout the Galaxy there will be certain crime lords and villains who will offer you the chance to reduce your wanted level. For instance, Jabba the Hutt may offer you a job and the payment for completion will be a reduction to allyour wanted level points for each authority, as where Borvo may offer you a job and payment reduceyourRSF wanted level points. The same NPCs will also accept money to reduce points at certain rates. For instance, Borvo might request 1,000 credits per-RSF point as where Jabba the Hutt may request 100,000credits for a reduction in 5of each authorities.
Players with a high wanted level may occasionaly be contacted by crime lords to do certain missions for them. Doing the mission will likely decrease your wanted level for one authority, but increase your wanted level for 1 or both of the other authorities.
There will also be authority NPCs standing near the Wanted Level terminals that can be bribed. However, this would be the most expensive form of reduction and may be as highly priced as 100,000 credits per-point for the corresponding authority.
Safe zones
Some planets may have "safe zones". A safe zone is a city or region that rejects the local authority and as such the authorities have no control over the city. For instance, Moenia on Naboo would be a safe zone. This would mean a player with a Death Sentence RSF wanted level would be able to travel to/from the Moenia starport without being effected by authorities. However, a safe zone may not be lawless. It is very possible it will be owned by one of the other authorities. For instance, Kor Vella on Corellia may be a CorSec safe zone as it resides within a CorSec system but may have allegiance with the Empire.
Player Cities
Mayors of player cities can also set the allegience of their player city to any of the 3 authorities regardless of what planet you are on. For instance, although Tatooine is considered a "lawless" planet and none of its cities would have local authorities, a player city on Tatooine can delcare itself property or CorSec, RSF or the Empire.
Upon entering a city who has shown allegiance to an authority with which you have a wanted level, you will go through the same random simulator as before which will determine if the authorities have located you and will spawn NPCs dependant on your actual wanted level points. Like all other Wanted Level random events, Smugglers will gain a bonus to evade the event dependant on their smuggler skills.
Conclusion
The Wanted Level system effectively wreaks havoc with where a player can travel too/from and if they're going to get attacked or fined. It isn't game-stopping as anyone currently suffering a wanted level penalty has ways of removing it but also introduces a "player smuggling" aspect for smugglers as players with high wanted levels would likely seek out smugglers to transport them to different areas.
