Without any mods to hit, either tapes or pistoleer bonuses, lowblow doesn't always work. I noticed a big difference once I started working into Pistoleer. It also depends on the skills of who you're going up against. If its a prof with lots of KD or dodge defences (TKM, or Fencer) then its hard even at Mstr Pistoleer/Mstr Smuggler to "shoot em squah in da nutz!"

It's not cheap unless they do it like they did. They weren't placing it there permanently. After they placed it they picked it right back up to go do it to some other covert. Forcing someone who is totally unaware to pvp...THAT is cheap.

Did you run up to some coverts, place a covert detector right next to them, then kill those unbuffed, unarmored, unarmed saps? I'm a Rebel, that has happened to me before. Dunno if it is griefing, but it sure is cheap. (btw, I'm not saying you did this, just that it happened to me.) Where do you post about exploits/to find out what are exploits?

If you want pistol knockdowns, then you're probably better off grabbing novice pistoleer and going up the stances (combat experience) tree. Along with the pistoleer knockdown shots (pistol melee defense 1 and 2), which work more often than low blow; you'll get the speed increases. As a smuggler, you're piling up combat experience which you can't use in the smuggler tree anyway; so you might as well spend it on something useful.
