Following is test results (feel free to cross post these to other forums you visit, I will be posting this in Dancer and Musician threads):
Crafted an Armour Reinforcement Panel mark 1 using some sweet Duralloy I have for special occasions and a fairly nice bicorb steel currently in spawn on TC. Relevant stats are the duralloy OQ 921 and UT 998 and the bicorb OQ 923 UT 456. The crafting formula for unbuffed experimenting on mass gives:
(921*.75+923*.25)*.25+(998*.75+456*.25)*.75=877
This tallies with me experimenting and reaching 87%
Now the two theories are whether the stat caps are set at 1000 or whether the experimentation caps at 100%.
under the first theory the formula would be:
(1000*.75+1000*.25)*.25+(1000*.75+501*.25)*.75=906
Under the second theory the formula would be:
(1013*.75+1015*.25)*.25+(1097*.75+501*.25)*.75=964
Now, I experimented - and the cap was
...pause for drum roll.....
96%!!!!
The resources are NOT stat capped at 1000, the cap comes in if you hit 100% experiment, so the only resources that are affected are those where all relevant stats are over 910, in those cases they will hit 100%, but all other resources will be getting a benefit.

Um...there are other shipwrights on Wanderhome, and yes I do make 98% reactors...
As for the debate.....you make a good argument. I think I have to agree that this levels the playing field, and flattens the bell curve. You and I dont want this as elite crafters, but I fear the devs and the player majority do.
my 2 cents.
The first wall was getting to master, no prob, that was quick, but by the time I got to master, there were well established shipwrights out there. Well some burnt out and my mastery of how resources worked finally put me in competition. Suddenly we hit another wall, the resources could only be so good. Then, skill tapes! Now a new wall.
What's that now you have your skill tape suit and all the best resources? Well there will always be new walls to climb over to be the best. At least I hope there will. To me this just seems like another layer of possible crafting potential. We can be better than before in many ways with the changes.
Still I'm expressing the concern that some of you have over the resource bonus issue, and believe me so are others.
I know I spent 3 months prior to the JTL release mining the best stuff I could find on pure speculation, and have to continue to agree with Reek. Our hard work, and preperation deserves reward... In space, that extra 1-2 points on speed and PYR may or may not turn the tide of battle, in fact, it may even be irelevant, but it does give us bragging rights to make components 1-3% better.
I also agree with your theroy Isscander. As long as there is some benefit for us that took the time to scour the Galaxy to aquire the best of the best resources, I am all for it. But if it flattens the bell curve, I vote no.

To be honest this will only allow the beginers to crat nicer stuff. BUT, it won't make them "uber." To be the crafters we are today means we spent time and energy learning each componet and how to get the best results. I see that my equipment will only get better. I also see the fact that there might be new Ship Wrights every day and they might have the money to get the good resources but they still make junk. Why? Because they don't understand the perticulars of the crafting proffesion. I have taken my time learning about Guns, then Engines, then Reactors, then Caps... you see I didn't decide I would make every thing. I went out and spent the time learning about each part and how to get the best product with the least effort. Less effort means more items produced or more time to do other things .
