I have also noticed that the parts with RE levels different than the component level are usually the same type/brand of component. I am collecting shield gens right now that are level 4 but have a RE level of 5, need one more. They have all been the exact same model and brand though with a range of stats. I think it'll give me a nice low level shield gen when I am done, at least I hope so.
