What I mean to ask, is the following.
Assuming an item needs 200 units resource A and 100 units resource B, and all that matters is OQ.
Will the result be the same for
A: OQ 300
B: OQ 600
and
A: OQ 600
B: OQ 300
or is the quantity of the resource figured in as well?

The quantities matter too. As you can see in my calculations above,the quality is weighted by the amount of resources.

I don't know if there is a bug. But I know that the "green bars" and the showing of average qualities are mostly useless. I have no idea why the devs added these options as they generally don't make sense. First of all you don't always need average qualities - for example, if a schematic needs 25% of some quality and 75% of another, it is not of any value to get an even average of 50/50 for those qualities. Second, the green bars try to evaluate each resource individually. This cannot always be done. And it doesn't take into account what experimental property you want to maximise.
In short, if you want accurate measures of your resources for a schematic, do the math yourself and completely disregard the in-game tools such as the "green bars" and average qualities. They will not help you.

Then something needs to be changed.. I'm hunting resources according to the schematic %'s. It's total BS if it says 60% oq/40% pe, but in reality is 20% oq/80% pe.
