For me, with blasters, the most important stat is what I call the 'penetration' stat. The .vs armor effectiveness and .vs shield effectiveness. Min/max damage is always secondary to that.

As such...

I run crafted .9 vs armor disruptors and .9 vs shield ion cannons paired up. My looted capacitor handles them reasonably well as by the time I have to wait for it to recharge, my enemy is usually 1/2 dead.
