What would be milkable on Tatt. if anything; seeing how grazing is apparently necesary for milk prod.?

As far as I know, it does not take any skill into account. 
I will test it tonight though... Just to make sure the developers didn't pull a fast one.

I haven't seen this discussed so don't know the answer.
Does milk have quality stats like OQ, ect.? Or is it just "milk"?

Yes, milk has quality stats. It is handled just like other organic resources.

does the milk come from anything with "herbivore" meat drops? if so, anyone meander to dathomir and milk a malklok? or the malklok plainswalkers?

That's the first requirement: "must be herbivore".
There's another requirement of: "must be female".
The developers have taken some liberties on which of the varieties of creatures are female (Piket Plains Walkers are apparently female for instance), so you'll have to test each creature type out to see if it can be milked.

I live on Tat I have been albe to milk eopies. There is a type of eopie called the "domestic eopie" which only comes with NPCs and not lairs.They might give domestic milk. I don't harvest meat much though because you don't need it to make most traps/camps.
