The easiest way to get this to work is find a gentle slope down to the water. Walk down until your toes are almost in the water and set up the camp. It doesn't work at all (or at least I couldn't make it work) if you are walking up out of the water. It seems to me that the larger campsites flood easier, but that could just be me.
